The Student Protection Scheme (SPS) serves to protect the students’ fees in the event a Private Education Organisation (PEO) is unable to continue operations due to insolvency, and/ or regulatory closure. Furthermore, the SPS protects the student if the PEO fails to pay penalties or return fees to the student arising from judgements made against it by the Singapore courts.
There are two schemes available under the SPS. They are the Student Tuition Fee Insurance(STFI) and the Student Tuition Fee Account (ESCROW). Petra Education Centre (PETRA) has opted for the Student Tuition Fee Insurance policy as its SPS.
The Student Tuition Fee Insurance indemnifies students for their tuition fees paid in advance to the PEO in the following events:

Loss of tuition fees paid in advance by the insured student to the PEO and not refunded, if the student cannot start or complete his or her course as a result of the PEO becoming insolvent or being required by the Singapore authorities to stop operations. |
| 2. |
The PEO fails to pay penalties or return fees to the insured student arising from judgements made against it by the Singapore courts; |
| 3. |
Upon the death or total permanent disability of the student. |
The Student Protection Scheme only applies to students who apply for student pass from December 1, 2004 onwards.
The amount payable to an insured student is subject to maximum limits that are specified in his Certificate of Student Insurance. The period of insurance will cover the entire duration of the course enrolled by the insured student. A personal Certificate of Student Insurance will be issued to each insured student to confirm that his/ her insurance cover is in place. The cost of the premium will be borne by the student.
Refund of Premium for SPS under STFI:
(a) Full Premium Refund (after deduction of administrative charge)
NTUC Income will retain an administrative charge under full premium refund conditions.
Full Premium Refund Conditions:
The STFI indemnifies the students for their tuition fees paid in advance to PETRA EDUCATION CENTRE. This only applies to students who apply for Student Protection from December 1, 2004 onwards. Signing a Standard Student Contract is part of the requirement of Case Trust.

When the Immigration and Checkpoints Authority (ICA) rejects the Student Pass application of the International Student. |

When an International student applicant declines to accept Petra Education Centre’s offer to begin course and has not entered Singapore. |

When the insured student discontinues his or her studies with Petra Education Centre in order to continue his or her education with a government school. |
| • |
When the insured student switches from his or her original course to another course within Petra Education Centre. |
| • |
When the insured student needs to return to his or her country of residence due to very serious illness or other legitimate reasons, subject to the discretion of NTUC Income. |
(b) Partial Premium Refund (subject to Administrative Charge)
NTUC Income takes the discretion to retain the first 6 to 12 months’ premium, subject to minimum administrative charge under partial premium refund conditions before refunding the balance premium.
Partial Premium Refund Conditions:

When the insured student discontinues his or her studies in Petra Education Centre in order to continue his or her education in a government school in Singapore |

When the insured student switches from his or her original course to another course within Petra Education Centre |
• |
When the insured student needs to return to his or her country of residence due to severe illness or other legitimate reasons, subject to the discretion of NTUC Income |
